The Blue Light Safety Initiative – Ontario is an industry-led, safety-focused effort to better protect roadside service workers operating alongside live traffic.
Across Ontario, roadside service workers including tow truck operators, tow truck support vehicles, roadside mechanics, and tire service technicians routinely work within inches of moving vehicles. Despite Ontario’s Move Over laws, these workers continue to face serious risk from secondary collisions caused by delayed driver recognition, poor visibility, and high-speed traffic environments.
Ontario already permits the use of blue and amber flashing lights on snow plows and highway maintenance vehicles to improve visibility in hazardous roadway conditions. Other Canadian jurisdictions, including Saskatchewan, Québec, and Alberta, have implemented similar, strictly regulated frameworks for roadside service vehicles. These precedents demonstrate that controlled, limited use of blue warning lights improves scene recognition without causing public confusion when properly regulated.
This initiative calls for a measured amendment to Ontario vehicle lighting regulations that would permit the controlled use of blue flashing lights in addition to amber for Roadside Emergency Service Vehicles, subject to strict operational and safety safeguards.
Under the proposed framework:
-
Blue warning lights would operate only in addition to amber, with amber remaining the primary warning colour
-
Blue lights would be activated only while the vehicle is stationary at a roadside emergency, with an exception for operation within the confines of a closed highway
-
Clear visibility, control, and equipment requirements would apply to prevent misuse or confusion
This page exists to collect industry support and demonstrate to the Ministry of Transportation that this safety-focused proposal is supported by front-line stakeholders and aligned with existing Ontario and Canadian precedents.

What is the Blue Light Safety Initiative?
The Blue Light Safety Initiative is a crucial program launched in Ontario to protect first responders on the road. It emphasizes the importance of the 'Slow Down Move Over' law, which requires drivers to slow down and, if possible, move to another lane when they see emergency vehicles with flashing blue lights. This law helps to ensure the safety of those who are working on the road, but despite its importance, many drivers are still unaware of it.
The Importance of 'Slow Down Move Over'
Many accidents occur when drivers fail to adhere to the 'Slow Down Move Over' rule. This can lead to severe consequences, not just for emergency workers but also for the drivers themselves. When approaching a scene with first responders, slowing down gives these essential professionals the time and space they need to do their jobs safely. It is crucial for drivers to understand that this simple action can save lives.
How Can You Support the Initiative?
Supporting the Blue Light Safety Initiative means being an informed and responsible driver. Spread awareness about the 'Slow Down Move Over' law among friends and family, and ensure that you always comply with it when you see emergency vehicles. By doing so, you are taking an active role in keeping your community safe and demonstrating your respect for first responders who risk their lives for others.
